When creating new product monitors and using the permission always require a reason, then either existing reasons need to be assigned or new reasons built, to build new reasons navigate to the screen below:
Go to the Admin Cogs
icon.Click into Product Monitors and into Movement Reasons.
Click Add Reason to create a new movement reason and repeat as necessary.
